Manipulation skill at Infinity HQ

For the Sabotage mission - when I try to use manipulation on the guard to turn off the fan, it says I have a 0% chance of success - no matter what I do. And it seems like I only get 1 shot at it, and then have to reload a save as I cannot try manipulation again. I didn't choose the Manipulation skill, but got it through the Ryujin questline. What am i doing wrong? Thanks

Worked fine for me back when I did it. So not sure why you're having trouble.

But if worse comes to worse you can just drop through the fan. It shouldn't kill you. You can get through the mission without using Manipulation if need be. I did it once with a character who refused to do mind control. And one who was fine with doing it.

I went back to an earlier save to mess with manipulation. I can manipulate anyone except guards. I haven't been able to do any of those - 0% success chance on all guards. Which I'm sure is why I can't use it on the guard by the fan. Maybe have to upgrade it to level 2?

I was able to use it on the guards in that mission at the base level skill. Never upgraded it.
Guards outside the mission probably need a higher level.

But I haven't run that mission on the current patch so maybe something got bugged.

Edit: looking up the skill on the wiki, maybe its a level thing if you're underleveled in relation to the guards.

I found the manipulation talent really janky, never got a feel for it. Maybe I missed something about how it works, idk. I just went down the fan, turned invisible and snuck past people on that mission.
