The former is made by a modder named Arthmoor and he is infamous for his behavior. he would deliberately set up the UOP to break mods he didn't like and his patch did more than fix bugs; it would change game balance he thought best and couldn't take criticism.

He's got a history of bad behavior if that is anything to go by.
He apparently did good stuff at one point but then his ego got the better of him.
The Community Patch is apparently open source to make sure it can't be monopolized by just one person, development wise.
Arthmoor's work for the entire BGS community has been stellar over the years.
I'll stick with his team.
