They are the "lawful good" faction as per the trope, that's exactly how they're presented.
Last time I checked bandits and outlaws were still often arrested and brought before a judge in the wild west - as per British common law tradition which is what the US operates under.

I don't know how to tell you this but... This game isn't set in the wild west. It's not even set in this reality, as it's an entirely different timeline if you'd paid any attention to the story. So why should a faction there behave the way you expect them to when the game _literally shows you_ they do not act like that?
Only lawful, they operate under the orders of the FC council of governors which is as corrupt and evil as you can get
The game presents that they do act like that... I wasn't the one to make reference to the wild west the other bloke did! I answered in the context of his wild west comparison (which was incorrect by the way.)
The rangers make numerous mentions to people being arrested, they even question you as to why you didn't arrest Hope at the end of the Ranger mission.
The Rangers are also clearly based on the old west "lawman" trope, I'd argue taking alot of influence from the Texas Rangers.
Hopefully modders will sort this mess out.

100% it's how it should be.
It wouldn't need much changing either just give them the bounty missions on their terminals aswell.
