The main Trackers alliance quest is IN THE BASE GAME. NOT a creation, not paid.
More paid quests will come on the CC and you are indeed free to never buy them. It won't change your in game experience much at all, just like it was a complete nothingburger in skyrim and fallout4.
You could always ask to join the ongoing 'Class Action' over the F4 CC issue. I have no idea what the legal bill is at present, but i'm sure all contributions will be welcome. FYI. That action tried to stop the Microsoft purchases of Bethesda, that went well.

The main trackers alliance quest, that lets you becoming member of the trackers alliance and includes a fully voiced mini faction with its own bounty mission board and a quest with a new space station location is IN THE BASE GAME, NOT A CREATION. You can start it just after updating your game
The vulture quest is an additional mission, related to the trackers alliance (new bounty with VA characters etc).
Yeah, I’d get a Trackers Alliance quest line for 700 points, but going to pass on buying them piecemeal. It’s not worth getting mad about though. Just wait, don’t buy it. No big deal.

Do you work for Bethesda? One of the paid modders? Otherwise simply repeating yourself over and over doesn't make what you say valid. The 'Tracker Faction' is a bare bones procedurally generated pile of steaming garbage other than 2 quests (2!) - that is not a faction. Factions of go here, kill this - yay! is boring and stupid and gamers want stories with twists, turns, betrayals etc. The writing of SF is mostly on a 10 year old level esp. the new content. In 5 minutes I meet an agent, go see No. 1 or "No One" (oooohhhhhh how clever) and am given a quest in a 5 room HQ with 3 other NPCs thrown in with some minimal dialogue for flavor. Wow.
Its a free quest with voice acting which is straight up better than previous quests with no voice acting featured on the creation store for skyrim and fallout 4.
As for those previous games, you will never ever have to buy CC credits. Free mods are still a thing, paid mods are optional.

Regular free updates will be a thing until dev support is over, free mods are n9t going anywhere.
