Creation Kit is the modding tools. You can do whatever you want with them and upload them where you want.
Bethesda has their own built-in mod browser (bethesda.net) that just like other websites has rules. They can remove mods from bethesda.net if it breaks the rules, just like nexusmods, moddrop or any other platform.
If mods were removed, it was likely from bethesda.net, the in-game mod browser since they don't allow nsfw content.
