No one is stopping you playing the game in high heels, or stark naked, if you so desire. As you point out, it is in the privacy of your own home. Enjoy. I would recommend taking it easy in the heels though, build up the use slowly, it's just too easy to break an ankle.
I believe if the "Male" character wears a dress in Fallout 4 the shimmering red sparkly one Wonder Woman wears while Singing. I don't recall seeing any heel outfits on anyone in starfield (Non-Modded).
