Report a translation problem
If it does it on a new game, There's files left somewhere that you haven't deleted yet.
How would i go about finding those files ?

Check if there are files in there that belong to a mod that has already been updated but the associated strings are outdated.
Delete them, done.

Lookup failed, however, refers to a description of a game content, e.g. a resource or a weapon or ammunition. or or or. .. what about an outdated Community Patch? maybe it's that?
Might just be a mod with a bad file mabye?
Edit: It was apparently a main file, so back to debugging I guess
Edit 2: If anyone else get this issue and the have installed TN's Mining, disable it as it overruns the perk system.
But of course it is also possible that a file in a mod is defective or simply too old.
If the problematic mod has not yet been found, then I would first look into the mod files (use ba2-extractor/explorer) or deactivate one mod after the other and start the game each time.
