It was intended; I believe the first quarter of 2024.
But the vast majority wasn't to happy with Bethesda's direction on Starfield.
Using a dated engine, adopting a niche real world ideology etc;.

Now some are saying: The end of 2024, but who knows really until they announce it.

I really don't know, I never looked into it; all Elder Scrolls did for me, was cause an itch to play WoW.

don't have to play WoW, it hasn't been good since Legion with the exception of a few fun raids.

I'd still like to believe 'soon'.

N.B. I know they promised the advent of the CK 'early 2024,' but did they make a similar statement regarding the DLC? At the very least I recall paying for the DLC, iirc, when pre-ordered Starfield. So, I don't think they can get around that.

If they have even one person with a brain running things, they'll just refund the price of the DLC to those who bought it, and cut their losses. They need to take a page out of EA's playbook when ME: Andromeda flopped.

Starfield is a good game with a medium quality-price ratio

More half baked immature storylines aren’t going to help. The store page describes it as a story DLC so don’t be thinking it’s going to fix the horrendous game mechanics.
