Deal with the Operative
I've made it to "Deal with the Operative" Q but I can't see her anywhere.
Do any of you guys know how to contact a bug fixer ?

Yes it's how it works, did it twice, two different plays, two different places, so you can't do anything else than go to quest marker.

there is a tutorial on how to set queststage via console too
To get the quest you need bother Bayu during Ryujin quests with Imogene, typical is not ask Nayu permission to enter in Seokguh gang lair, but you can just skip ask anything to Dalton and sneak into Seokguh gang lair directly.

For now, and with this approach, I haven't achieved yet to make it fully undetected, perhaps do it will skip this Bayu request.

get the one starborn power for invisibility and collect a few shard(killstarborn) to load energie quick. Than you can just run through it, leave companion at the door :)

for the quest ah ok thats why i never got it, everytime i speak to baju and he give me permission.

No the power isn't invisibility, and is no why chameleon like, more like stealth not requesting crouch, hence if you run through and someone look in your direction you can be detected and will if you aren't far enough.

yeah run is more meant for going easy through it. next time i write chrouch :) that why collecting a few shards to eat. that power dosent really hold long even if it says 30 seconds, but have the feeling its only 10

The operatives location is random. He was in the Well for me. He's the guy who pulled a gun on you at the coffee shop if he's still alive.

Yes the duration isn't very long, but Except if get the power multiple time changes it, when you get it only once, no NG+, I already used this power in this specific location, and no way it makes you invisible, got detected multiple time and at end it seems it was better use it for NPC far enough to not be surprised, and sprint from one location hidden from views to another location hidden frim views when nobody look at the path. I gave up only because I didn't want try more, and decided make a mass murder with melee, the gang lair walls was red, in comparison Black Mamba is a nice sweet girl.

hm iam on ng+7. 3runs left. But dosent feel like the duration getting higher as in version 1 from this power. same for the damage of damaging powers its almost nothing. i mean i make the ng+ 30min run to next ng+ with a mining laser and mostly the push back power ( feels like the force from star wars) because the others doing not really something on lvl 67. got a mod for the power levels that they inscreased every ng instead of visiting every temple again.

Well no. I mean he's that guy if you didn't kill him. If you did kill him, its another guy instead.

But you can avoid this quest entirely if you don't annoy Benjamin Bayu during earlier Ryujin quests. Like when the security chief tells you to get Bayu's permission, do that.

I don't remind, what Bayu asks in exchange? I vaguely remind he is still asking for something when you ask his permission.

Ok, so it's the "Managing Assets" quest, and this site mentions that the location of the Rival Operative changes depending upon your choices earlier in the questline. that's a wank answer. We know about the site. For others, I tried that "setstage" console command and that didn't work, either.

A guy in another Steam forum found a workaround that worked for me. Use in console:

prid 2c9bc2

No need to use Setstage or the like. I used this and he was waiting for me, finally.

SetStage 0024FB39 300 worked for me.
At the point of the bug, GetStage 0024FB39 returns 200, and you generally don't want to go back a quest stage in Bethesda games. The next major stage is 300. Typing in the command correctly marks the task "Deal with the operative" completed and assigns the next task "Return to Dalton".
