You could try to set antohter stage for the quest via console. But need the quest id for that
Perhaps if you mentioned the name of the quest you are asking about, you might get the answers you were hoping for?
Oh wait, is "Deal with the operative" the name of your quest, by any chance? This was entirely unhelpful if that's the case.
Ok, so it's the "Managing Assets" quest, and this site mentions that the location of the Rival Operative changes depending upon your choices earlier in the questline. the "deal with the operative" seems to be on paradiso not on gagarin

I sure hope you find satisfaction... but this "supposed to" part does make me wonder. Does that mean you've already checked the guides you've been given links to, and know about how your choices may have changed the location of the Rival Operative?
Or does this mean your assumptions didn't pan out, and therefore "it's a bug"?
I only ask because I find that almost invariably, "bugs" are PEBKAC problems.
This is just another bad review from the player.
For now, and with this approach, I haven't achieved yet to make it fully undetected, perhaps do it will skip this Bayu request.
