Ryujin background check mission not starting

I completed the Top Secret mission and Background Check won't start. I did some searching around and even with some console commands I can't get the mission to start. I did kill some Ryujin guards earlier in the game which seems to be the reason for it not starting but just wanted to see if anyone had a way to get it started or to skip to the next mission so I can complete this faction.

I had no issues with Ryujin but dont be surprised if u cant do any of their quests, i had a glitch (still do) with the red mile quest so i cant complete that faction quest. But the Ryujin questline is DREADFULLY boring its one of the worst questlines ive ever seen in a game just backroom politics among a rich company and its rich businessmen, id rather play sierra madre new vegas dlc 100 times at level 1.

I don't know about Sierra Madre... but will agree that the Ryujin quest IMO is the worst of the faction quests in the game. I did it twice, once the first play and again in NG+ but have no longing to do it again. The other quests are different, I've done them many times.

As far as quests completing, I find that rushing the dialog can get the system out of sync. Also, the dialog requires specific answers to complete in several of them.
