Keep landing on planets. A ship landing site spawns within 30 seconds of landing like 80%+ of the time for me. Run towards the landing ship with the scanner on it and you should be able to see whether it is a Claymore or not - if it is don't kill the hostiles at the landing site, just enter the ship to capture it. If it isn't a Claymore, move to a new landing site on the same or different planet until it is

Also, once you find a likely moon or planet, save your game just before you exit the ship. Then if the ship that lands isn't what you want, just reload that save and try again.
(Ecliptic at lvl62+ use Claymore III and Falcatta III for landing spots, rarely a bayonet shows up instead...)
So if you are high enough level just land on a crater moon.
And reload the auto-save from getting out of your ship if the ship that lands when you get out isn't one you want (or one doesn't show up).

Tried farming high level systems, still no luck. Everytime it's a Claymore II.
They spawn in level 65+ systems, but more often in 75. They are not connected to your level so you could get one at level 10.
Go to a system in the level range, travel to every single planet and moon. Every location has a chance to spawn fleet combat which might contain one. Rinse and repeat with the next system or save scum to before the jumps to try again.
If you are high level the only ecliptic ships you see on landing spots are Falcata III and Claymore III. (and rarely a Bayonet)
Since then, Ecliptic will use Claymore III's every so often to attack my ship or to perform an assault at a large POI that I am investigating; this usually happens to me in star systems that are rated as Level 60 or higher.
I don't dedicate time to hunting ships anymore, but I pay attention whenever I land, listen for the sonic boom, and decide if I want to chase it or continue on whatever I'm doing.
