Report a translation problem
What does the difficulty setting have anything to do with mini-bosses/bosses? I guess you haven't played the game set to the hardest difficulty setting? All timers from my post is played in hardest settings. 500+ hours on Xbox (NG+ 7) and 130 hours on PC.
With one of these, nothing in the game is a challenge.

I didn't list The Hunter and The Emissary exactly because of that. I popped a Super Massive BlackHeart, scope them each in the head let off 3-4 rounds on each and poof...5 seconds later they were on the ground.
So the question remains. Where are the true Starfield mini-bosses and bosses encounters at?
He's not even the Hunter or the Emissary he's just some random guy. I persuaded them both not to fight me so I just ended up having to fight a couple random guys. I imagine fighting the Hunter/Emissary is just as lackluster.
Ah, you persuaded them not to fight. I simply chose the option to end them both and a fight resume which as said took all but five seconds when it got to the stage where they could be killed. Before the game allowed them to run away and hop around, popped a Super Massive Blackheart, head shots, and game over...lol. It was very lackluster as you mentioned.
also yesterday at level 26 i was clearing out a base when 2 elite lvl 50 guys made me stop and plan the fight. toughest one yet..
also uc story has good fights with monsters if you do it low level.
Using a extremely rare rifle to make a point, does not make the point you are trying to. Over 600 hrs in the game and I have yet to get a legendary Va'ruun rifle. And the epic and rare ones I have got, which are Advance ones, do not even come close to the damage stats on that one.
I also have max. Particle, Ballistic and Energy skill points. And the highest crafting skills. And using Isolation rank 4. How the hell are you getting that high of damage on that weapon? Nexus Mods? Or maybe the increase firing speed is effecting the damage?
When I take on a Level 98 Legendary Armored Mythic enemy on Very Hard, even using a rare max crafted Va'ruun rifle, it can take several shots to kill them. Meanwhile, if they get a crit on you, they can one shot you. Plus on occasion, they can have some high level enemies close to them.
