Do enemies scale with NG+ ?
IM at NG+2 and it seems the same before NG. Wondering if I should go to 10 and then start all my basebuilding ship building etc... and redoing the quests (btw I use the mod that removes going to temples. I can't bear to do 240 of those things. )

It still depends on the system. I’m closing in on 300 hours so I downloaded PEAK AI which has been a godsend to keep combat interesting. It affects ship combat as well. It’s fantastic.

OK I've seen some lvl 97 in a 75 area (im lvl 73) so I guess its working. what is the highest level you have seen?

I’m 84 and I’ve seen 92 but I haven’t ventured out to the super high levels yet. I’m still bouncing around planets.

Systems have levels listed in the Galaxy map. A level one system is going to have low level enemies, regardless of your level. I think the highest I have seen is 75? And there, well, I have seen enemies with triple digit levels. (I am level 163....)

I thought that the levels of the planets would go up after NG. I was bummed when I saw that they are still 1-5 in the beginning area. So basically I'm failing to see the point in NG if the enemies stay relatively the same level. ...
....So from what I've read on Reddit, it seems that some enemies do scale but there are still a bunch of the low levels as well. That would explain why im seeing lvl 2 guys and lvl 92 guys on lvl 75 planets.

110 is the highest level that I can recall seeing and I'm over 280 on my primary...after work, I'll have to go out to the far right side of the the map and see what I can find, pretty sure it caps at 110 though.

What difficulty were you playing on before the AI mod? Looking at it's description, I see much of the behavior listed on Very Hard. Groups seem to work together, flank, covering fire, sneak, fire then duck, fire then move, boost pack often, covering fire towards your last known location (even when you move away, if you're back to caution or hidden)...I don't really find the default AI on the harder difficulties to be that bad. TH actually said they dumbed down the AI for the easier levels to make it more playable and easier to hit your target...I can tell you that trying to aim and snipe at someone that knows you're there and keeps moving gets more difficult at higher difficulty levels.

An example just yesterday: three enemies shooting at me after I was discovered, moving in and out of LOS, while one was laying down auto-fire, another that had moved out of LOS went down the hall and came around behind me while I was busy shooting at the ones in front of me. Always interesting to turn and see someone right next to you! (yes, the red arrow could have alerted me were I not focused down a scope at more distant enemies).

I was playing on very hard for a while; not in the beginning though. The enemies get too spongey at very hard, for me at least.

I’m back on normal right now with peak. I’ve tried the other AI mod, improved combat AI, it’s good but that guy behind PEAK has been working some magic without the CK.

I also tried the more enemies mod both 2x and 1.5x. The issue with that mod is the AI is brain dead before they see you. They’ll stand around and not have any subtle motions that makes them seem real.

I started a new character over Christmas weekend on Very Hard from level 1. All I can say is switching to Very Hard on a level 150 didn't seem hard at all but at level 1 Very Hard really seems Very Hard.

I might have to give it a try, the bullet sponge effect doesn't make much of a difference once you get to the point of having multiple weapons that delivery 800-1200 damage per hit but at 8-12 damage per hit, you're always out of ammo...plus, it's just not realistic to shoot anyone with a pistol enough times to use three full magazines. Even a .22 plinker would take someone down if you shot them that many times! Of course, that doesn't count DR from space suits...speaking of...damaging a space suit in a hostile environment should be a thing in the game, don't ya think?

That would be lame...even the default AI has them lean on the rail, stand up and look around, pace back and forth, sit in a chair...or even lay down in a bunk...and that doesn't even include things like rifling through contains or talking to each other.

I am level 152, NG+ and I turned the difficulty to the highest level. I felt like I was slapping babies and kicking kittens otherwise.

I've been wondering how many people that complained about enemy AI tried the hardest level, clearly they're "smarter" on very hard than on very easy.

Enemies scale regardless of NG+. Like every Bethesda game since Oblivion. I don't think they did in Morrowind.

They don’t scale in this. I just left the unity for my 8th ng+. The system level is the only thing that matters.

I’ve seen level enemies at 2-10 in the safer systems. I’m level 84.

Are you sure? I'm on NG +6 but even before that wildlife and enemies on planets and in ships were higher and higher each time. Now enemies are 99+.

After your statement, Im now not sure. I havent even seen an enemy above 90 on any of the low level systems. Im about to hop back in though.
