You could always try inhaling a Panacea just to be sure - those normally cure every status ailment there is, so if that doesn't do it either, that pretty much confirms it.
Don't do this on Venus, find another "extreme" planet. Locate one of the sleeping bags or cots that are still "outside" and sleep for 24 hours. You might have to do it twice.
Cots can be found in several different places and sleeping bags can be found at those random large cement platforms with various spherical containers on the them (in between OR on the edge).

(Often this is due to quick-loading on a ship while there is a storm outside... or something.)
You need to go to where the same weather happens, then leave that area while the weather effect is active.
If you don't mind disabling achievement you can use console commands to dispel the weather effect.
I will have to try finding an outdoor sleeping bag on Venus or some other planet I guess.
I'll report back if I manage to clear the afflictions, but since other people are experiencing it - it must certainly be a bug.
This is a bug you can actually fix though, so it isn't as big a deal.
(even if it is quite annoying)
Any time you fast travel it re-rolls weather.
So if you are on a planet (or biome) that can have whatever weather you are stuck with, you can just fast travel between landing spot and another PoI until it is happening.
Then it solves itself.
1) remove the effect with a console command or
2) land on a planet with that exact same effect active and hope it gets removed correctly when you leave THAT planet
