Check Kiosks/read signs if you are having trouble finding them. I would think the game had introduced you to at least the Trade Authority, but if you're speedrunning just the main quest or some thing then maybe not.
Outlands and the UC exchange are in the commerce sector.
The Well has the Trade Authority, Electronics, Weapons and a thrift store.
The Residential section has a weapons store and food store.
The Starport has a general store and the trade kiosk for selling.
Mars has quite a few vendors.
I currently cant remember how all stores are named, but if you are on New Atlantis (for example), run from the spaceport along the left side upwards and then straight on towards 'something' MERCHANTILE. Its a shop that has a bit of everything and is freely walkable.
Outside of that you can also go to the Commercial District with the NAT and then find the big signs for (amongst others) SSNN, ENHANCE, OUTLAND and stuff like that. they will be the doorway to stores of various types.
Mind you though, most of them are behind a loading-screen-door, so don't be thrown off.
A similar thing like this applies to the other cities in various amounts.
Unfortunately, without mods you can only sell to the amount of 5000 credits. I recommend installing a mod to increase the amount of credits you can sell to, or you must enjoy sleeping and waiting off course...
Stores all over. One general goods store in the Spaceport area of New Atlantis plus a bar plus a Trade Authority Kiosk. Head downstairs to the Well and the bit Trade Authority is there, plus a UC Surplus store plus an electronics store, plus bar, plus secret weapons store, plus restaurant. Then there's stuff in Residential DIstrict, and more stuff in Commercial District.
AND THAT'S JUST ONE CITY!!!!
Then you have Gagarin, New Homestead, Cydonia, Akila City, and Neon. Oh, and the Crimson Fleet shopping mall. Oh, and Hopetown has a couple of shops.
I mean, the are EVERYWHERE!!!
I'm trying to avoid a facepalm here, but really, just go look.
And there are actually more vendors on some of the other levels as well.
Why would you need to buy ammo?
Why would you need to buy or sell anything?
A good 3D printer will make you what you need.
All you need to do is recycle all that you find.
You just enter and the trade authority is right there on the same level feet away.
In Akila there are 2 gun shops. In neon there is one. Jemmison has one gun shop too. HopeTech HQ also has a gun shop .
I do most of my shopping in Neon because the stores are in a row . The gun store is next to the trade authority which are both across the street from a general store run by a guy who looks suspiciously like Todd Howard.

Because they run out obviously? I personally don't like cycling through weapon types every time ammo is low.
Also, it's kind of stupid in a world like Starfield where so many people are self-dependent crafters/colonists/survivalists that you can craft things but not ammunition. I can build a holiday resort or a sophisticated industrial gunpowder megacorp almost out of thin air. Let me craft ammunition, and make it expensive.
I have six figures in the bank account but can't buy ammo with it. Starfield is like a wet dream for the NRA with guns in every second room, but I can't shoot sh*t with them, because no ammo.
If there are more guns than bullets in a game, something's off.
