I've been able to make it playable by using the program described, but I also discovered that I can improve performance by moving the games location from my secondary SSD to my primary SSD. I know sounds weird but I read someone else did the same thing and it helped.
I have two SSD's , one with my windows files, and the other I use for games. Perhaps when windows runs background stuff it creates a pipeline blockage or something, I don't really know.
The two SSDs are probably on different speed data buss. You need to look at your motherboard specifications.
As someone who has suffered from constant crashing and freezing I can tell you its not BS. Its frustrating and ruining the game for me. I'm starting to suspect Bethesda has a team of trolls in here defending the games technical issues.
And yeah, it's a crap BS whinge thread, whinge and no system or any other context, you as well. Give me a freaking break. If you are seriously having an issue then get serious with posting a proper thread with specs and action context. THAT is what matters, not cringe whinge.
IF you're not here to offer a solution, get the hell out. Its not your place to tell people coming for help that they're liars. Especially with no actual evidence that its BS. You think I'm here because I'm pretending that the game is crashing and freezing? There are posts all over about freezing and crashing, and people are posting machine specs but nobody seems to find fault with them. That's because the machines are well over recommended specs. I'm finding that if I run a specific program that slows down CPU access that crashing and freezing is reduced significantly. Get that, I slow the game down and it works better. So obviously its not the PC.
I'm a 62 year old electronics engineer and business man. I've been playing games for 40 years and I've never seen a game perform like this before, other than Star Citizen. And they probably have the same issue. I've also never seen people get into steam before and accuse posters looking for help that they're lying. I don't know who the hell you are but you certainly come off as a liar.
Since the game does not freeze for everyone it is likely an issue with something in OP's setup. Only way to know is understand OP's setup. If they will not post their setup then it would appear they never really wanted help.
So far I haven't heard of anyone trying to limit CPU stress or power draw in anyway, and it's not that that is not possible. You're an engineer. You certainly know that one always can try ruling out possibilities step by step. It's not possible for us to see what's in the source code but we certainly can monitor core temperatures, power draw and fan speeds and see if there is any correlation, or even test if limiting power does have any effect.
A common cause for freezes on Windows systems is the antimalware executable btw.
Starfield more or less requires hardware from within the last two generations, preferably the latest generation and at least 32gb RAM. Anything below these specs and you'll get bottlenecks somewhere.

Only freeze I had was a hang in network. Why I have no idea. So it could be a number of things.
