This is not true. I've extracted it from atmosphere. You can tell if He3 is in atmosphere by when you go to place an outpost.. ANYWHERE on the planet, it shows up as He3 with a gas symbol on it. I will try to update this with a moon or planet I know it occurs on as an example people can check out later if I remember.
Despite that on most planet or moon it will be a ressource extract from the ground, i confirm H3 can be in atmosphere.
Easiest place is Kreet (first moon you visit in story after Vectera, system Narion).
Try to cut Stormhawk some slack, he's very helpful in these forums. Nobody knows every thing there is to know in this game.
Dunno if there is a list anywhere, but it would be useful
1) go outside
2) take several deep breaths
3) say something. If you sound like a cartoon character, you were breathing helium.
The way to see it from orbit is there are no bright green regions of He-3 in the planetary scan, but its listed as available on the planet.
When I was All About Outpost I TRIED in ensure there was, at least, one OutPost that could provide He-3; and noted while some was in the Ground, others where in the Air; but as Krash stated; If the Planet list He-3, but there's none seen on the Planet map, then it's Everywhere in the Air. And the easiest way to find out is when you're in Start OutPost Mode; No Matter where you are He-3 is available.

Tho another post says Denebola II-a and Lantana VII also have atmo He3, but are not on that list
What i am sure for now, is that i exctract it from atmosphere on Kreet, Cassiopeia II-a and Denebola I-b.
So link posted previously by Drake Ravenwolf seem correct, as it mention thoses three moons, you should check the other on the list :p
