Pardon my dry humor. The Claymore is free. You commandeer it, as they're fairly common.
I've been flying around in a slightly modified Razorleaf (better reactor, a couple of extra habs as crew quarters for roleplaying) but I've just ground my way to Pilot 4 and I want a bigger ship, a class C ship. I don't have starship design, so I can't build my own from Razorleaf (which is what I actually wanted to do). I'm L21, which I think is too low for anything good.
As far as I can tell, player level limits what ships are available to buy. I could fly any ship, but I have to get it first.
Yes, most buayble ships are level locked based on their pre-installed modules I think. If you can't buy all of the modules individually, you can't buy the ship.
The special ships most vendors have one of are exceptions to this, though, including the Narwhal. Another example is the Stronghold you can buy in Akila, coming with the best shield generator in the game.
So these ships are a good way to get your hands on better modules, before you have the level to unlock them.

It's a bit of a Pain... but once you understand what you're doing... and/or Trying to do; it's soooo worth it. The ship looks as good as any other pre-built, but it will have your touch; and most importantly... the inside of the ship will make sense to You. There is a lot of wasted credits though in order to get the Ship's Interior the way you want it.
And the best part is: Once you get the ship you like; you can use it from beginning to end; as you can UpGrade the various parts (Engines, Grav Drive, Etc.) without making any major changes to your ship. (I believe this, but have not verified, as I'm still only a Class A Pilot) :(.
It isn't the most expensive ship there are actually 21 more ships that are more expensive than the Narwhal. The Narwhal is only 455,400 credits without any skill discount, but the most expensive is the Voyager 3 at 656,300 credits without any skill discount.
I've only bought one ship in this game, early in my first playthrough, around 200k as I recall. All others have been custom rebuilds, it's the best way to get a great ship.
