Neon City is full of garbage. I use my ship mainly to sleep and the Lodge's bedroom, is plenty good enough and then we have Outposts, in which we can design our own house.

I went to the apartment we get for completing the UC main quest to check it out and have never been back.

The Neon City penthouse was my biggest disappointment on that planet. Although the dancing insects were pretty bad, too. The music was nice.

I reloaded a save from before I bought the penthouse. I thought it might have a nice overhead view of the city lights, but all I got was the rooftops and the virtual stink of fish.

Definitely a case of caveat emptor. On the other hand, the Mercury Tower penthouse is one of the nicest homes and it's a quest reward.
