I always do this for any game after an update.
I'm having the same issue, here's all i've done but nothing works
Verify file integrity
complete uninstall
removed /my documents/my games/starfield
Complete reboot.
Reinstalled to a separate M.2 drive
Downloaded SFSE
Tried to launch from SFSE
Still stuck on this one.
Verified game files
Fully exited Steam and relaunched
Fully exited Steam, and rebooted PC
Reinstalled game
manually launched from .exe as administrator
Set compatibility options for "disable fullscreen optimizations"
Disabled AutoHDR
Manually edited "DefaultGlobalGraphicsSettings.json" to set the default settings for my GPU to low
Used GeForce Experience to "Optimize" game to modify game settings
Still wont actually render the output to the borderless fullscreen window.
I got it to work once after verifying files the first time but after exiting the game, same thing started happening again and I haven't been able to get it working since.

Post your OS, display, and GPU specs if you are having this issue to see if there are any common factors
