Hold down the activation key on the Rename text and an option will pop up asking if you want to delete the outpost.
As to your issue with Deliveries; have you checked to ensure the resources you need are being delivered to the Cargo Link of the base in which the resources are coming? One of the issues I have with my Base that Supplies Nickel is I have so much more of other items, the Nickel never gets Loaded; it just accumulates :(.
If possible, post the results of your issue; I know eventually I'm going to have to re-build my NetWork; but I had no idea it might be a problem Re-Assigning my Bot.

p.s.An outpost of mine produced CTD whenever I called up the build menu.
So I can't even do what you can probably still do. But yeah, treating the bots as crew NPC is probably not such a good idea.
Not using any mods or any other modifications to the game. I was not far into the game and just restarted a new game and told myself I would just not delete an outpost again.
This worked for getting rid of the robots so I could remove the outpost. I put a crew station down then deleted it and the bots went with it.
I have not attempted to set up a new cargo link, just been manually hauling the required resource which is another PITA due to clunky mechanics.
Have you tried using that Cargo Transfer Thing; it's suppose to allow you to transfer cargo directly to your ship. Still not the best answers; but if you're not using that it could save One Small Step of a Manual Transfer.
I'm going to Hope and Cross My Fingers that BGS will fix these things up; I'm not opposed to Mods (Especially for Aesthetics), but I find Mods usually make things harder when/if you have problems with your game. Something doesn't work; It's Your Mods; is the only answer you'll get :(.
But that's just My Gripe :(.
Anyway... Sorry, Back to Your Issue :). I spent a lot of time setting up my outposts, so when things went off the Rails, I moved on to other parts of the game; but plan to, one day, return and try to get it up and running. However; I'm pretty sure my problem was space. My Outposts run like a Train Pick-Up and Delivery system... all heading towards a Final Stop (The Distribution Center). OutPost (OP) 6 Delivers 2 Items to OP 5, OP 5 Delivers 4 Items to OP 3; and so on to the Final Stop. The problem is: if one item grows to an abundance, other items on the train never get delivered. Eventually I end up with 18 Boxes of Iron, 2 Boxes of Aluminum, and every other resource is stuck in their original OutPost. (The numbers aren't actually that bad; but to date; I've had Zero Deliveries of Nickel to the Distribution Center.
Sorry for the Long story... but the point is: This doesn't stop the Freighters from Coming and Going to and from each Outpost; it only stops the Freighter from actually picking up, and delivering anything, because when the Final Destination is full; then One by One each InComing and OutGoing Container gets filled up as well; InComing with the Previous OP's Resources; and OutGoing with the Current OPs Resources.
This may be your actual issue with your resources not being transferred.
