I think the reason SQE created the guide is because more users are interested in playing on PC.

It's worth noting the sale starting today, which apparently bumped it 51 slots, which still puts it in the top 100 before the sale.
That said, it's actually also 15 in the United Stats, being bumped 29 places

(when/if you look, the rankings may be different, as these are the live rankings, rather than a snapshot)
So it looks like Starfield has been doing worse in Japan than it's been doing in the United States (not really surprising, I guess), but better than it has been doing globally, in terms of sales rankings on Steam.
That said, of the over 100,000 reviews for Starfield on Steam, only a little over 1000 appear to be in Japanese.
Otherwise, are they targeting Japan specifically? Seems that may be the case. They've paid for some streams by the JP Hololive talent.
Inugame Korone, Shishiro Botan, and Sakamata Chloe all have Starfield streams that are explicitly marked as being promotions for Bethesda Softworks. The latest one from Botan is from just 11 days ago, so it seems like a relatively lengthy sustained push, since they still were sponsoring streams for it at least as recently as recently as two weeks ago.
If someone with an Azur Lane pfp says it, I'd believe it :D
I should look up and see which hololive streamer they have playing it - that would be hillarious if it's Houshou Marine and she's complaining how you can't actually bang the characters in the game and that too many of the NPCs are immortal and don't react when you shoot them.

Marine does not have a Starfield stream, and I certainly didn't do an exhaustive look, but the three I listed are the only three I've found that have played Starfield.
The only one of those three that's played for an extensive amount, at all, is Korone, with over 18 hours... across just 2 streams, because Korone being Korone.
obv thats more likely to be the reason: microsoft wants to invade the japanese market, bur i dont think the game is popular there, because japan is still more focused in the traditional console market, even if in recent years steam has helped to increase the influence of pc gaming there.
i also think microsoft should have used the resources for another halo, or even age of empires, which are franchises they understand a bit better and unlike this game, they have at least a few very good games. starfield started doing everything wrong, so imo, it would be unwise for them to try to make a sequel soon; probably , related to beth, they will ask them to do another fallout or skyrim-elder scrolls game, or try luck with another ip unrelated to them
