All the equipment in this game is level based. This includes ship parts. You also need piloting and ship building perks maxed to get the best gear. At character level 60 you get all level-locked items. (Perks still are needed)
And there are special items which are only given after solving quests (engines+StroutQuest, EM protection and shield recharge+CrimsonFleetQuest...)
Then I'm at a loss - and suspect something sinister going on in your multiverse.
Last straws:
- Did you really go to the Strout-Eklund shipyard and weren't able to install any of the high-level SAL engines?
- also make sure to search for them in "free build mode" - if you hit "add" while hovering on a connection node only the fitting parts are displayed.
