TL;DR: NMM (nexus mod manager) doesn't support Starfield. Use Vortex or "Mod Organizer 2"
Instead as LeftIsBest-James said, unmanage Starfield from Vortex and instead use Mod Organizer 2 (MO2). Nexus has a page for it if you google it, and there should be a link to their Discord where you can download the latest version. That program handles installs perfectly at the moment and plays well with some other third party tools. You can also set up your Nexus account through MO2 so that downloading through a mod manager on the website goes directly to it instead of Vortex.
To run Starfield with mods that need SFSE (I'm assuming you still have it properly installed), you will need to use their loader from now on if you want them to work. You can change the target for the desktop icon to load SFSE instead OR in MO2 there's an option to run SFSE directly from there. Either way in order to use the mod you want, SFSE must be running.

MO2 also doesn't store mods in the game directory which IMO is better. Keeps the install clean. I would recommend storing your mods on the same drive as the install. It's not needed but I think its better and a lot of video tutorials do the same. If you need help setting it up there is a lot of tutorials on youtube.
