They are out there, its all RNG
Systems that have the 3 dots on planets will offer more as it has actual things going on , higher chance of ship encounters etc.
Systems with no 3 dot PoI are dead zones, lower spawn rates etc
Any settlement, mining station, fracking station, science outpost all have those quests.
Anything special will be spotted from orbit. However, some generic structures can be spotted from orbit too.
I find that the game is best approached like Mass Effect 2. Only land someplace you have a reason to land at.
...but basically, they're mostly generic.
