I was just poorly trying to explain how when you open build, it'll usually have selected whatever object you last built. if it was, say, a landing pad, that gets in the way of your sight. I just hit tab to return it to nothing selected yet status.
Have fun decorating!
To actually answer your question, hitting Shift will change the axis of rotation.

I also have no idea what EchoPlexy is talking about. Build mode is not available on ships. Only outposts.
And give us more stuff to build with. There are way more assets in the game than what you can use in outposts. Let us use them.
Of course carefully placing something on your ship is a waste of time since it just falls over again.
I believe the OP was about onboard ships?
The core question
That has nothing to do with where. The OP wants to know b/c of stuff in his ship, but the answer is shift changes the axis of rotation regardless of where you are in the game.
Since I was the one to provide the original shift key answer in this thread, I do know that is true. The references to ship builder are only relevant at outposts though. So, EchoPlexy's contribution was red herring.
