Trying to get plugins.txt enabler mod to work
I have a sus that having my game and other files on different drives might be an issue or those lines in the starfield custom ini might be the "stest files" everyone keeps talking about that I haven't a clue what they are.

ok so I'm just focusing on getting one mod to work.
I created plugins.txt im C:\Users\<Your Username>\AppData\Local\Starfield\
it looks like this(no equals symbols)
================
# This file is used by Starfield to keep track of your downloaded content.
*Navigate Using City Terminals.esm

=====================

I put the SFPluginsTxtEnabler.dll in S:\SteamLibrary\steamapps\common\Starfield

Now it says put it in C:\steamapps\common\Starfield\Data\SFSE\Plugins\SFPluginsTxtEnabler.dll This path does not exist on my PC
This path does: C:\Program Files (x86)\Steam\steamapps\common
but my starfield installation is here: S:\SteamLibrary\steamapps\common\Starfield

my starfieldcustom.ini file is here:C:\Users\WOLFHORS3\Documents\My Games\Starfield

and it looks like this

[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

[general]
sStartingConsoleCommand=bat LockpickCheat

[Display]
sPhotoModeFolder=Photos

I'm not sure if I put the lines general and below that in or if vortex or a mod did.
So is there anything I'm doing wrong? I figure if I can get that one mod to work then everything else will be a breeze.

Having the game and mods on different drives is an issue. One person on the Nexus Starfield forum had a similar issue, and moving things so they were all on the same drive fixed it.

Also, if using plugins that require SFSE, you need to launch the game via SFSE. Additionally, if you downloaded the Beta Patch, due to how SFSE is set up, it will no longer work on the updated game. See:

The Reason Why Starfield Script Extender Stops Working When A Game Is Updated

Thanks, I know all that. It's not really my first rodeo. Skyrim 200+ mods and they change from playthru to playthru. I just can't figure out why this won't work and almost every decent mod requires it now. Posts say some people love it and works like a charm and some people are losing their minds like me and just can't get it too work.
They keep talking about stest files that will erase or disregard stuff that PLUGINS.TXT enabler uses or does. I have no idea what a stest file is. Maybe there talking about the files in my Starfieldcustom.ini that start with s. Maybe those need to be deleted.

:::::ok, you guys. It's working. I have no idea why. I've restarted the game many times as in I stopped playing and started playing again. It wasn't working. I walk up to a kiosk and all the listings are just the normal text. I started playing again after I last posted and went to a terminal and they're all options to choose to set a marker/quest like it's supposed to. I did nothing, changed nothing and yet it works now. I have been messing with this for days and it wouldn't work. I'm just gonna take it as a win. Thanks so much for everybody's time and effort.}}}}

Son of a you know what. It's not working still. I just mistook the first page of the kiosk for ALL of it and thought the mod was working. I give up.

I am really glad you got it to work - and I know from my time helping in the Skyrim forums, that sometimes, for no conceivable reason, things stop working and then, for no conceivable reason, some time later, they start working again. Go figure.

Anyway, enjoy!

nope OMFG, I did not get it to work. I just kept swinging by NA to check the kiosks, being tired of all this I popped in and saw the options to click on in the first page and thought it was fixed but those options are always there, sigh. Now it looks like I have to look for
"stest" entires in ini files. That's the only thing I haven't tried the modder wasn't very clear or thought I was smarter than I am. he talks about stest files like you're born with the knowledge of what they are. At first I thought it was a file but now it seems it's an entry in a ini file. Anyone who knows what they are could you post me an example and tell me if it's a file or an entry in a file? Do they actually say "stest" in the entry?
Man my brain's tired, thanks all.

Don't use Vortex, It can't seem to work right with Starfield. Best to do it all manually.

Install SFSE into the Steam Starfield main directory. If you've updated to the beta you're screwed for now SFSE wont work. If not then download.
https://www.nexusmods.com/starfield/mods/3256 Needed for certain mods.
And
https://www.nexusmods.com/starfield/mods/4157

For manual SFSE installs, place SFPluginsTxtEnabler.dll in the corresponding Starfield\Data\SFSE\Plugins folder. An example path is: C:\steamapps\common\Starfield\Data\SFSE\Plugins\SFPluginsTxtEnabler.dll

With this you need to use your text editor and make a file called Plugins.txt in

C:\Users\YourPCName\AppData\Local\Starfield

In the file you need the line.

# This file is used by Starfield to keep track of your downloaded content. (You HAVE to keep a # on the first line here)
*StarfieldCommunityPatch.esm
*2XEnemies.esm
*LeveledEnemies.esm

etc

Remember to add some sort of achievement enabling mod before all this.

I did do it manually and I did place and create all those files correctly. Sorry I guess I didn't mention that in this post. All my mods work that don't require plugins.txt enabler. As I said last thing is the stest files or entries.
I need to look for them and delete them but I'm still not sure what they are or If the entries or file actually have the word stest in them.

yes they are in starfieldcustom.ini delete all the lines starting with stest or whatever.
correct, as long as mods are loaded via sTest, the plugins.txt is ignored. you either use sTest (not recommended) or plugins.txt

Yeah I searched all the ini files I could find in anything that had a starfield name in the folder.
I opened them all and did a search for stest. I found none. I don't know where else to look.
All my files are in the right places, all plugins.txt enabler are in the right places. My plugins.txt file has the right lines and # and *.
I'm sure it's gotta be an stest entry hiding somewhere but I can't think of any other place to look. OR it's because my game is on it's own drive labeled S. I give up.
If it starts to bother me too much before the real modding tools come out I'll just back up my saves and completely uninstall and erase every bit of starfield I can find and start over with ONLY the plugins.txt mod and one other mod to see if it's working.
But thanks everyone for trying and your time and effort.
The problems probably staring me right in the face but danged if I can see it.

I just noticed this. I have two identical data folders in two different places:

C:\Users\WOLFHORS3\Documents\My Games\Starfield\Data
S:\SteamLibrary\steamapps\common\Starfield\Data

these data folders are exact copies, ESMs and all Is that supposed to be that way?

Why are you using Vortex instead of Mod Organizer 2 ? And since MO2 natively use and create plugins.txt, problem solved !

But still, you don't need to use (and can't) sTestFileX=ExampleName.esp with plugins.txt so you can delete every sTestFile you have in your custom.ini if you used these before
