Ok so I can only have 2 weapon slots for turrets, having 3 just negates any way for me to start combat?
No. You can actually have all 3 slots turrets. What allows them to fire, is the power allocated to them from the reactor. You know, the little white bars for each level of power. Remove those down to none showing and they will not fire.
Yes but I need them to fire on non hostile trader ships in orbit. and they do not initiate combat on non hostile ships.

This is true. Any hostile ships with-in range of turrets, they will fire on them.
In your case, you don't want that many turrets. 2 or 4 would be enough. But remember, if you don't want them firing, just adjust their turret power down to where they do not have any.
You have control over power allocation by adjusting each system manually if you want. You can take your ship's shields down to zero if you want.
Only if they feel like it, though. More often than not they won't fire at all. Sometimes they work, sometimes they don't.
Tbh they are currently too unreliable to be used as primary armament.
My turrets are mean. 3000 range they annihilate everything even on very hard setting.
Only in targeting mode do they suck but honestly i never get a chance cause ships dead before i even lock on to it.
