It is like a store inside, in a glass case behind the counter is an advanced razorback & advanced old earth hunting rifle.
(I think these are always advanced, correct me if I'm wrong.)
The razorback almost always glitches out to a place you can loot it, and the old earth hunting rifle usually glitches behind the case (can't get), but sometimes also pops out.
You don't find ammo for the razorback for a while, maybe the gun shop in New Atlantis Residential District can have some for sale early.
Advanced Bridger is another civilian outpost, I think the one with 2 igloo shaped buildings.
Deserted UC Listening Post: 2 Advanced AA-99s and Advanced Solstice are behind an expert locked door.
One of the pre-set landing spots on Jemison has this PoI.
(It is not hard to find elsewhere though.)
Colony Wars Barracks does indeed require a habitable planet.
You can get a basic named big bang from behind the counter in the bar in 'The Well' in New Atlantis. It is still pretty good at low level (if you can find ammo).
I found an advanced Urban Eagle somewhere at very low level, can't remember where though.
You can steal some good guns from the gun shop in Hopetown.
(I think possible for Advanced Bridger & Advanced Magshear or something)
If you load the area without looting them, then come back 25+ days later that happens.
It is how the display cases work in this game :/
(Or if a quest updates the area it can happen faster, like Red Devil HQ at some points in UC Vanguard quest.)
It literally took Starfield 3 minutes to be a better exploration game than Lmao Witcher 3 and Cyberpunk.
