4 of them do not get advanced: rattler, eon, equinox, sidestar
180/13 is the highest version I've found in my 300+ hours of play. You can do better than that with something else in the early game, and by mid-game there are many way more useful weapons for the player.
That's because NPCs often have automatic versions of the gun and the suit the player starts with has very little energy resistance.
1) It's available to use in scan mode, while no other weapon is (hopefully they might change that one day).
2) The Cutter requires no ammunition.
Forget that hot garbage and go full particle beam as all the skills stack I'm talking rifles, lasers, particle beams, isolation etc so you end up with well this.

I want a handloading version so I can see the damage roll up to just over 7314 damage, but haven't found one yet. Not even sure if these drop with handloading but I hope they do, but seriously forget every other gun and companion and go full one shot kill. Oh yeah this gun fires 6 shots per trigger pull all doing the full damage so nothing lives for long, even terrormorphs on very hard die in just 2 shots.
The one used to generate them from elite enemies and normal boxes does exclude handloading for lasers/particle weapons.
The list used to generate them from gun cases/displays does not exclude handloading.
As a note, overall handloading is x1.0925 damage, lowest roll is x0.525 (~4.14% of the time) & highest is x1.585 (~1.2% of the time).
^ This. There are only superior spacesuits/helmets/jetpacks but no one can tell if it's intentional. If it stays that way after the first major patch we'll know a lot more.
xEdit has been working for Starfield for ~2weeks now, you can check the game data.
It if is not in the game data, then not finding it is not a bug.
