By default it only allows a crew of 2 people, 3 if one is Sarah.
I assigned only 2 crews but none of them appear

Send every non-Constellation NPC to a planet.
After the ship crew reads 0/2 is empty try assigning again.
Tried this, still no luck. Strangely, Barret is stuck in the Crimson Fleet outpost & Vasco is in the UC Vigillance ship, which they normally in The Lodge (New Atlantis) when you're unassigned them
The only time I seen this happen was when I had someone still assigned as a crew to the Frontier that should not have been possible anymore. Spoiler reasons, if you get the drift.
But my crew are always accounted for and never have them show not up unless stated above. Granted you may have to exit,enter ship again for them to show.
Also, Vasco never does (only after a rebuild or Home Ship change), On the first takeoff he announces he'll go to his outside station, so he's probably doing the R2D2-thing on Luke's X-Wing.
Lastly, switching ships at the Den won't make your crew that got sent to idle due to lack of crew slots go along, you have to be at a city landing pod, and they will come back.
As mentioned above in earlier posts. Sarah does not count toward the crew limit. She should stay on the ship you had her assigned to. Even if you dismiss her as a companion. To avoid the issue, assign her to your ship even if she is your companion.
I was just using her as example, am aware of her ability to count as free crew but those were only times my crew was awol.
DON'T USE ANY CREW the game will at some point bug out when calculating your ship or outpost stats when adding your skills and crew skills and WILL lead to your skills going negative +60% shields goes to -60% shields, output increases of say +20% can go to output decreases of -20% using crew on your ship or outposts will ruin them with zero fixes.
So just avoid them until modders or bethesda finally fix it. I have had both the outpost and ship bugs but not using crew completely prevents the bug.
