Is this the Biggest Open World Game Ever?
Since you can land on any planet anywhere on the surface and run around, maybe?

Not even close - NMS and Elite dangerous literally have millions of planets... And starfield fakes it - It really only produces 1 landing zone, but each time its procedural and a bit different...

For one I would not be so eager to say Starfield really is an open world game, and even if some consider it to be so, it is still far from others, like vonbleak mentioned.

I doubt it's bigger than other bethesda rpgs if you count unique locations.

Not only is Starfield an open world, but there are MANY OPEN WORLDS in a single game. A single area in Starfield is larger than the entire size of the Skyrim map. Obviously here you cannot concentrate all the content in a single area as in Skyrim, since it is about space and must be more dispersed to give a sense of it in the immensity of the recreated space, with numerous locations, planets, satellites, stations and facilities. But still, Starfield's craft content throughout the game is superior to that of Skyrim and Fallout 4 combined.
It better have more than 16x the details.

no

Maybe, maybe not but I don't think this is the right question. The right question is: "Is bigger always better?" and Slopfield answers that with a definitive "No".

Yeah, there is a lot of content but 99% of it is either copy-pasted or absolute trash.

No mans sky is infinitely bigger and is probably the largest game when it comes to world size. But its focus is exploration through a procedural generated universe while starfield is more quests, combat, dialog, story and general action with a lot of complementary skills, weapons and spacesuits that you can upgrade and lacks any real world exploration and general world content likes dungeons and (as far as i can tell) random encounters. There both great games but starfields worlds are smaller because of randomly generated areas when you land.

If it's regarding the amount of coverage your avatar can traverse on foot, technically NMS would be a larger open world game considering it's instance generation as well as number of planets.

No Man's Sky has 256 galaxies and a total of 18 quintillion planets. I have a couple of game saves with a base in all 256 galaxies, and I wonder if there will ever be another game that can match this scale.
On top of that, I can go back to saves from 2016(and since), to any of the hundreds of bases that I built, and they are all still there.
The game is so big, even with all the current players in NMS, you'll never likely see anyone but NPCs, outside of group events, expeditions, and at group up locations like the Anomaly.

So no, SF isn't close at all to being the biggest open world game.

It's funny that NMS is mentioned so much, when it doesn't even bother to recreate our Solar System, and its entire fake space is a caricature that has nothing to do with real Space. Not to mention its innumerable shortcomings...
