Until then, mods are a PITA to deploy. I would never use Vortex or another mod manager to install something to Starfield until we have official modding tools, and the modding community is far more established having had time to work with them.
Right now, modders are working off of knowledge from prior games (FO4/Skyrim) to get things done. It's hacky at best. If you want reliable installs, you'll have to do them manually yoursef.
MO2 is an official Moding Tool. There will never be a moding tool from Steam or Bethesda and this is good.
It does not have to be "supported" by Steam. Why should it? There is even a mod in MO2 all your success in game is counted here in Steam. What you want more from Steam?

CK = Creation Kit, the same modding tool we've had since Oblivion, official from Bethesda. Anything else is unofficial (SSEEdit, Xedit, Vortex, MO2, etc are all unofficial). Mod installers aren't modding tools, they are installers.
Well,. SSEEdit and MO2 is the best you can get because it is the biggest moding community. If you want to stick with Steam, you maybe have to wait until everyone is already done with the game.
No one mentioned Steam except you. CK has nothing to do with Steam or Valve.
I use it. Every mod I have used since it came out has worked just fine. All of my many FO4 mods worked without a hitch. And now the 7-8 QoL mods I'm using in Starfield plus the usual necessary mods like SFSE and the Asset Library work just fine.
The issue right now is that the Creation Kit (CK) has not yet been released for Starfield and until it is I'm not bothering to add anything but simple texture (dds) files and i add them manually.
Once the CK is released and then xedit can be finalized for Starfield and you'll be able to mod efficiently with your choice of mod manager.
So as Jᴧgᴧ stated in Post #3 all mods with plugins are just a hack as far as I'm concerned.
Texture mods which are simple dds files are ok in most instancesa but you have to be careful with those as well due to the way the game uses some of those for completely different models.
