Then, you could twist the terrormorph side-story to be about covert efforts by a faction with in the UC to restart the xenowarfare program - perhaps led by (the presumed-dead) Vae Victus, setting up a dramatic show-down with his daughter.
Meanwhile, a faction in the FC has secretly contracted Ron Hope to restart production of mechs, with the First Mercenaries recruiting and training new operators. That would make the whole Freestar Ranger mission sequence much more interesting and relevant, as contrasted with whatever hare-brained scheme Hope had come up with. (It was so inane, I've actually forgotten what he was trying to do. Something something farmers. Something something forced labor. Whatever.)
At some point, you'd have to decide which side - if any - of the cold war you want to be on. If you go with the FC, you could train to be a mech operator.
(At which point the creaky old Creation Engine finally seizes up and stops cold . . .)

You mean: interesting and fun to play? Nothing wrong with recycling elements of an old plot - some tropes just work - as long as you recycle good ones.
NG+ would be a lot more engaging if there were real stakes in the story, and lots of decision points that actually change how things turn out. Then, there would be a point to starting over, to try out different paths.
You wouldn't have to be "The Chosen One." Consider how the big conflict was handled in Kingdom Come: Deliverance, where poor Henry is kind of just along for the ride, even if he does end up working with and for the people who are actually important. Something like that could be possible here, where your choices affect how you make your way through the story, but have only a minor influence on the outcome.
But without something at stake, the game is just running errands. I do that in real life, and really don't want to waste my leisure time having the same experience I could have going to the supermarket.
At least if I go to the supermarket, I can get actual food.
