Yea, it's been in the files since release.
I tried that mod on a throwaway save and it's a bit tricky, docking is a major problem as many people can't really dock (according to lots of comments on the nexus), despite having 5-10 docker at the station. My assumption is that it may be a paid DLC, but however, there is some hopes it will be a free update.

Will be a blast once its fully fleshed out. Surely will add more depth to space.
