An option is to get it as drops. The planet Bel II in the Bel system has flying creatures that drop Memory Substrate. You can farm up quite a few a lot more quickly than waiting for vendors to refresh to buy just a couple at a time.
If you really want to get tons of it, go to Fermi VII-a, and chuck Nautiloos into a zoo and start crafting.

You can also buy the item it is used to make directly from industrial resource traders.
(Outlands in New Atlantis, Clint in Gargarin Landing, generic 'Trader' in some civilian outposts, etc.)
I think they have a 25% to have 4-6 at the same level that the resource shows up.
You could also just go the Fermi VII-a and get it yourself.
