Overdesigned Mission Broken - Can't accept Passenger Mission then it get's worse.

After I speak with the R&D board I'm directed to take on 2 missions from the mission board. A bounty and a passenger. I can register the bounty mission and complete it but can't register and complete the passenger mission. I click on it , click accept and no mission shows up on my list. So I tried clicking a few times and went to the ship to see if anything would change, but nope no mission or galaxy map icon. I then went for a stroll to the back of the ship only to find about 12 passengers squatting in my crew quarters. I figured it was fixed so I took them to the location designated on the mission board but they won't leave the ship and I don't get paid and I can't complete the mission, and I have a ship full of people I can't get rid of anywhere. Tried validating the game files, going to a different mission board all over the settled system and there are no other passenger missions to even attempt to accept. I even reloaded a previous save and get same result. I don't know if not being able to accept passenger missions is mission specific or now a full on glitch that will last till the games over with and if that's the case hopefully there are no required passenger missions to finish the game.

Edit: was able to finish the negotiations with the R&D board to get the ship built, then I'm supposed to speak with Walter at the Lodge. He gives me the good news then the game stays locked in up close conversation mode and I can't do anything, no key works to leave conversation after it ends. Ctl - Alt - Del end Starfield. Too many glitches this is and expensive Alpha definitely not a finished product.

Even with the newest version of the "Community Patch" applied, I have exactly the same problems as you've seen with this quest! I was unable to transport passengers for the optional part of the quest, even though I did actually transport the required number of passengers as part of an unrelated activity. The real show-stopper though was the inability to end this quest after talking with Walter at the Lodge. Like you described after talking with him, the game just remains hung - with no way to get out of it aside from going back to the desktop and killing the whole game from there. Hopefully they will correct this in a future update...

That quest involves your actual ship. I declined the passenger mission because my ship did not have a passenger bay.

So, if you're willing, visit the nearest ship builder and add a passenger bay to your ship.

I found a console command that lets you complete the mission. I found it either in here or a youtube video I don't remember. You get all the rewards, but the downside is the game considers this cheating and you are blocked from gaining anymore achievements going forward. So go to the lodge and instead of talking to Walter to finish the mission you enter the command.
