im not sure, there is
player.setlevel xx

where xx is the desired level
you get 1 skill point per level but, tbh im not sure how that works using the console command, afaik you should still get the unlock points but would need to test to confirm

that works. Doesn't appear to impact anything else. just gives you the skill point

There're console commands to increase perks and that's all they do. You have to find the perkID for that skill. I used this to troubleshoot the shield perk:
player.removeperk 002C2C59
and to give it back. It goes up 1 point each time you enter this:
player.addperk 002C2C59

Be careful if the leveling is tied to experience gain. It may become skewed if you only focus on level itself without paying attention to the experience levels. There are other commands specific for skills as well, but to play it in a safe manner, I suggest to look into how the leveling mechanism works and act on that. Perhaps using AdvSkill is a more robust approach?

Careful with using remove perk ... it doesn't stop skill challenge tracking, which may or may not break anything.

Good advice. I only used it on a skill I already maxed out, trying to pinpoint the issue.

Can confirm, I removed Adoring Fan Perk ages ago and he still showed up.

Alot of traits are tied to hidden quests and if added (or removed) via console won't actually change until the next NG+ cycle.
