Since you have a 7000 series GPU, just download AMD's preview Beta driver and use fluid motion frames (AMD's driver level frame generation), solves all FPS issues without loss to visual quality.
Does your monitor work correctly? Is it 29Hz?
PCI-e? Yeah, Gen 4 is twice as fast. With the 7000 series AMD card, you should probably consider getting a new motherboard. The bandwidth for your SSD will also be twice as fast and almost all mobos with PCI-e Gen 4 have M.2 slots with dedicated lanes to the cpu that won't have to share with the gpu like on older mobos.
