Im not sure i understand what im supposed to be doing. How do i find this its literally driving me insane.

Its a planetary feature. Go land and run up to natural POIs till you find it. You will have to search every biome till you find one.

If it helps, you're probably not going to find an amphibious foothold on a planet that lacks liquid water, so your best bet is to look on Temperate planets with life on them, and then scan for Life Signs and travel to them
