Eh, I have a pretty kickass ship by 30. Its not as great as the one I have at 60+ (I forget what level the last good equipment spawns). But its very viable.
I will agree you can't build a Fleet Killer until 60s but decent. With the right perks and knowledge, you can.

Edit: And my current playthrough plan is to wait until 50 to see if I can roll an advanced or Superior Set of Mantis armor. Because pretty much everything else looks lame.
I have used the Mantis spacesuit, etc, for entire playthrus, even at level 90, as I never found anything better..... Of course, I use a mod that lets me change the legendary attributes.... and my Spacesuit engineering skill is maxed... so, yeah, might be merely 'ok' when I first get it, but, after some mods and legendary shuffling..... it's actually quite good.
I try and avoid using the Razorleaf though, as I also want to kill the pirates/bounty hunters, not have them run off when the recognize me..... I generally go an kill 'em anyway, and the same goes for the bounty hunter defenders that taunt me after a battle. :D
The suit I really didn't use. What it did was not great, and, more importantly, that same mission gave me another space suit that was better, that I just only recently replaced. So while I didn't wear the Mantis Armor, I did wear a suit from the Mantis mission. The design team should probably have made the Mantis Armor be a bit higher level, to reduce the chance of that sort of thing happening.
Overall, the mission gets you some nice stuff for a first time level 10-15ish player.
