This play-through is so much more fun and efficient. Plus...I don't have to break Sarah's heart by marrying her and then deciding that's not what I really wanted

Its the remove perk command; you'll need to look up the ID of the skill you want to remove and be aware that it doesn't appear to disable progress on the skill challenges.
Then use the add perk command using the ID of the skill you want to add.

Or simply add xp to gain however many levels needed.
Oooooooor, they thought there was no point to it, because there's no level limit. And wanted to have at least some minimal amount of "choice & consequence" in the game. Instead of people running around in a "I can do anything I want and then just change it all" amusement park kiddie pool.
(can you tell that I think easy respec is an awful feature for "epically lazy" players?)
Guild wars had on the fly stat respecs. It actually worked, but only for that game because it was gear limited from the get go.
