To be clear, you need to change the settings for the picture itself. Your profile settings are fine.

Haven't tried it myself because I'm taking a break from Starfield until my DLSS mod gets a fix / workaround.
You can use the console command "OpenActorContainer 1" on regular (named) NPC's to see their outfit (and even take it from them). Generic "Citizens" have no outfit to take using that method.
openactorcontainer 1 while the npc is seletcted but your cursor isnt directly on them this works on any living npc you dont want to kill and is wearing something that is hidden otherwise

Doesn't work for generic citizens the times I have tried it. They take off their outfit, but it is still NOT available with openactorcontainer.
For named NPC's you don't even have to do the unequipall, you can unequip it from them from within the trade interface opened by openactorcontainer, just like a follower. And then take it.
For Citizen's, at least the ones I have tried, there's no outfit there to take, regardless of whether you did unequipall or not. I am pretty sure there are just some "outfits" that aren't fully setup to be tradeable/useable by the player. I know of the ID's of two for sure such outfits, and player.additem doesn't work for them either. You get the message saying you got the outfit, but no outfit actually appears in your inventory.
