Class C max speed is 130 (plus bonus skills)
So if you want to be the fastest, Class A
But the extra from Class C seems way better then Class A but you need to get the piloting skill up.

With perks, I get 202 base speed in Class C

Availability of other parts and size might be a consideration. Until you unlock other Class C parts to justify the use of a Class C reactor it might be better to use a Class A.
Early on, you can get 28 power A Class, and just fully power all weapons and wreck havok on world at 100+ speed. XD You'd be pressed to get (I think 20-23ish) in B or C class at that point.
Even with 4/4 and 4/4 in both Perks... you need to be lv60 to see alot of good stuff.
Several of B class stuff are really good, I havn't found a use for C Class Weapons, or need plug a C Reactor in. (few of designs are nice)
Level gated stuff really holds alot of it back.
