You can also just go to the wolf system and then to the Den station. Won't get scanned there and you can just sell it to the trade authority guy.
Edit: sorry I misread, don't know about the error but the scan jammer should be in the red Mile.
But you have to have a valid spot on your ship to attach them
Meanwhile, if you have some amount of ship building errors, there's an option in that screen that will list the error(s) for you (it's the C key, for me). If you have unattached modules, you can double click on your ship and see what doesn't get highlighted.
You probably need to change your "structural" layout to make room for its attachment. Such as adding structural "piping" or extra hull length.
Part should click into place, just like lego. Not all spots on a ship are suitable for cargo holds.
Best option is to select the point with your mouse cursor and then press G, that'll bring up what you can attach to that point.
If cargo holds aren't there, then they cannot attach. Some points will only take objects in a certain orientation, for example shields that move out horizontally from your ship. Some points are for weapons and other things like that, some are for habs and cargo.
If the part intersects with another part or will touch that part when your ship takes off and the landing gear boosters move, then that also counts as intersecting/clipping. You may need to re-jigger your ship a little to get it fit.
