In NG+ you can skip the main story. So not really an issue.

that will be a good mod. But I think it will require a creation kit. you could do it the cheap way: save a bunch of newbie characters. archive the saves. then when you want to start over, import the save.

Learning there was a mod that allowed me to configure a start and suppress dragons in Skyrim was what got me playing that game beyond 10th level several years after its release. I just couldnt take getting mugged by a dragon every few minutes when I was in the middle of something "Oi, Smaug, I'm busy! feck off!"

We need to wait for the Creation Kit for the proper mods to come out. Right now all people can do is share save files. I plan to make one myself similar to my 3 alternative stories mod for Oblivion.

Yes but this isn't possible on new characters Starfield has Bethesda's longest intro sequence.
