Is this a bug or feature? I've only got the DLSS mod installed, so I didn't ask for this.

This is a bug that happens very occasionally, where the NPC will not be rendered with their assigned attire - and seems to persist for that NPC even with reloading.
(I encountered it with one of the NPCs in New Atlantis marked as an employee of UC Distribution Center at the very start of my playthrough - but at the time put it down to an actual in game purpose - that the NPC was just someone who was pretending to be an employee and was really just a begger - and was anticipating some mission involving them, LOL!)

Had the same bug on Mars. A bunch of guards patrolling the Mars surface. In their undies. Without a space suit. Let me tell you, those Martians are pretty badass.
