Edit: also Bethesda games' saves usually don't get fixed by uninstall/reinstall and verify integrity, the issue with this stuff is usually a bad trigger for a quest or a save file not properly saving a quest flag. That is why making a lot of saves is helpful when playing Bethesda saves because a lot of bugs like this are overcome by loading a save that isn't messed up.
Problem is I've moved on and I'm now 40+ hours past that original save when I attempted the quest the first time.
I do also recommend putting an official bug report on the Starfield bug reporting website from Bethesda: https://help.bethesda.net/#en/home/product/1218/category/8
Hopefully the people there can give you a clue how to fix the issue, or doing so will at least let the developers know about the bug so they can patch it in the future.
