Oh, I am old enough, to remember believing, that as the game will progress in Starfield, the vendor cash pool will increase. Good ole naive times.
People really do think saying they love inconvenience is the same thing as enjoying a challenge. I have seen games where plague filled food that made you puke blood got nerfed because people kept crying about how it takes less clicks to eat than using your thermodynamics shattering cloning tanks that have zero power drain for snack prep.
What should happen is that the vendors sell what you sold them, and that money gets added to their available funds the next time you visit.
